摘要

人工智能技术正在重塑传统生物安全风险格局。人工智能与生物技术深度融合,推动生物风险呈现出难预判、未知性强、易扩散等新特征。当前,新兴生物安全风险的治理还受到权力博弈、治理机制短板以及全球南北治理鸿沟的制约,逐步形成阻碍生物安全治理长效推进的困境。面对不断升级的风险与各类结构性问题,生物安全治理亟需从被动处置风险,转向主动预判、前置防范。国际社会需协同发力,化解风险隐患、补齐治理短板,在技术创新与安全防控之间构建动态平衡。展望未来,生物安全治理应坚守“以人为本”理念,践行多元共治原则,加快填补现有治理体系的漏洞与不足。

Abstract

Artificial intelligence is reshaping the traditional biosecurity risk landscape. The deep integration of AI and biotechnology is giving biological risks new characteristics, making them harder to predict, more uncertain and easier to spread. Governance of these emerging risks is constrained by power politics, shortcomings in existing mechanisms and the governance divide between the Global North and Global South. Together, these factors are creating structural obstacles to effective long-term biosecurity governance.

In response to escalating risks and persistent structural problems, biosecurity governance must shift from reacting to threats towards anticipating and preventing them. The international community should work collectively to mitigate risks, address governance deficiencies and establish a dynamic balance between technological innovation and security safeguards. Looking ahead, biosecurity governance should remain people-centred, embrace pluralistic co-governance and move more quickly to close gaps in the existing governance system.
